ધારાસભ્યોનો પગાર ૧૦% વધી...

દેશના સર્વોચ્ચ ગૃહમાં સંસદસભ્યો પોતાના પગાર વધારા માટે ભલે હોબાળો કર્યે રાખે પરંતુ, ગુજરાત વિધાનસભામાં ચૂંટાઈને આવતા જનપ્રતિનિધિઓ આ મુદ્દે સાવ નિશ્ચિંત છે. કારણ કે, ૨૦૦૫માં થયેલા પગાર અને ભથ્થાંને લગતા કાયદામાં સુધારાને કારણે છેલ્લાં પાંચ વર્ષમાં ગુજરાતના ધારાસભ્યો, રાજ્ય સરકારના મંત્રીઓનો પગાર ૧૦ વખત વધ્યો છે. મૂળ પગારના ૩૫ ટકા વધારા સાથે કુલ પગાર મેળવતા આ જનપ્રતિનિધિઓને આવનારા ત્રણેક મહિનામાં હજુ પણ ૧૦ ટકા વધારો નિશ્ચિત છે.
ગુજરાત વિધાનસભાના સભ્યો, અધ્યક્ષ અને ઉપાધ્યક્ષના, મંત્રીઓના અને વિરોધપક્ષના નેતાના પગાર અને ભથ્થાંંને લગતા કાયદો- ૧૯૬૧માં છેલ્લે વર્ષ ૨૦૦૫માં સુધારો કરવામાં આવ્યો હતો. તેમાં દરેક ધારાસભ્યને પગાર, ટેલિફોન ચાર્જ, અંગત મદદનીશની સેવા અને ટપાલ અને સ્ટેશનરી ચાર્જના ખર્ચની રકમ ઉપર રાજ્ય સરકારના કર્મચારીઓને લાગુ પડતા મોંઘવારી ભથ્થાંનાં દરે મહિના દીઠ એકત્રિત ભથ્થંુ ચૂકવવાની નવીન જોગવાઈ દાખલ કરી દેવામાં આવી છે. જેથી જેમ જેમ ગુજરાત સરકાર કર્મચારીઓના મોંઘવારી ભથ્થાંમાં વધારો કરે તેમ તેમ આપોઆપ ધારાસભ્યોના કુલ પગારમાં પણ વધારો થઈ જાય છે ! આ રીતે અત્યાર સુધીના પાંચ વર્ષમાં ધારાસભ્યોના કુલ પગારમાં ૧૦ વખત વધારો થઈ ગયો છે. તાજેતરમાં જ કેન્દ્ર સરકારે ૧લી જુલાઈથી સરકારી કર્મચારીઓને ૩૫ ટકામાં ૧૦ ટકા વધારા સાથે કુલ ૪૫ ટકા લેખે મોંઘવારી ભથ્થું વધારવાનો નિર્ણય કર્યો છે. ગુજરાત સરકાર અત્યારે રાજ્યના કર્મચારીઓને ૩૫ ટકા લેખે મોંઘવારી ભથ્થું આપે છે અને આગામી ત્રણેક મહિનામાં ૧૦ ટકાનો વધારો આપવા માટે નાણાં વિભાગે કવાયત શરૃ કરી છે.
આમ જે દિવસે ગુજરાત સરકાર કર્મચારીઓને મોંઘવારી ભથ્થું વધારી આપશે તે જ દિવસથી ધારાસભ્યોના પગારમાં પણ ૧૦ ટકા વધારો થઈ જશે. એટલે કે, માગણી કે હોબાળો કર્યા વગર, વિધાનસભા ગૃહમાં કોઈ પણ વિધેયક લાવ્યા કે મંજૂર કર્યા વગર જ સભ્યોના પગારમાં રૃ.૩૧૦૦ અને મંત્રીઓને રૃ.૩,૭૨૫નો ફાયદો થઈ જશે.
એપ્રિલ-૨૦૦૫માં ધારાસભ્યોને કુલ પગાર પેટે રૃ.૧૮,૫૪૦ મળતા હતા, તેમાં પ્રત્યેક વર્ષમાં બે વખત વધારો થતાં અત્યારે રૃ.૪૧,૮૫૦ પગાર પેટે મળે છે જ્યારે મંત્રીઓ કુલ પગાર પેટે રૃ.૫૦,૨૮૮ ઘરે લઈ જાય છે.

દેશનાં અન્ય રાજ્યોમાં મોંઘવારી ભથ્થાંના દરે સભ્યોનો પગાર વધતો નથી !
માત્ર ગુજરાતમાં જ વિધાનમંડળના સભ્યોના પગારના એકત્રિત ભથ્થાંમાં એવી રીતે વ્યવસ્થા કરવામાં આવી છે કે જેથી કર્મચારીઓનું મોંઘવારી ભથ્થું વધે તેની સાથે જ ધારાભ્યોના પગાર વધી જાય ! દેશનાં અન્ય રાજ્યો કે, લોકસભામાં પણ મોંઘવારી ભથ્થાંના દર આધારિત એકત્રિત ભથ્થાંના વધારાનો સંયોગ નથી. આ સુધારો વર્ષ ૨૦૦૫માં જ સર્વ સભ્યોએ સર્વસંમતિથી કર્યો છે.

Do MPs Deserve A Fat Pay Hike?

There is something to be said for public perceptions. Everyone is agreed that rising prices have hit people hard, and wage-earners asking for a raise are looked upon with sympathy even if their demands are likely to be turned down. The sympathy seems to evaporate, however, when the “wage-earner” seeking a rise in emoluments happens to be a member of Parliament. Ire then replaces understanding. This draws from the low esteem in which politicians have found themselves in public estimation in recent decades. MPs — since most are politicians — are apt to be asked: do you do an honest day’s work (like those of us lucky to have a job — any job)? It is insulting for a hardworking man to hear senior political figures and prominent MPs say when they plead for a pay hike that their salary is less than that of a clerk in the government. Why should it not be? The real point is — why do MPs presume superiority over the clerk. Like other white collar employees, a clerk puts in much longer hours that an Indian MP. In any case, if perks are taken into account, MPs are not worse off than senior professionals in any field. A house which is almost rent-free in Lutyens’ Delhi, huge numbers of free phone calls, passes for the railways and air travel for themselves, their spouse and frequently hangers-on, not to mention subsidised canteen food and top-class health facilities which are free, besides a clubhouse. All this adds up to quite a bit to the national exchequer. Thus an MP’s cost-to-company (which is how earnings are calculated in the private sector) is nothing to sniff at. In addition, of course, there is the daily allowance for each day of Parliament attended — despite the face that many MPs, after signing the register, then skip out. In any case, as far as perceptions go, the work of an MP is to exercise his/her lung power, and little else. This is a pity and shows lack of understanding of the complexities and subtleties of political activity. But it cannot be gainsaid that even in terms of scheduled parliamentary sessions, the number of days that our MPs work is way below the average in most functioning democracies, particularly those in the West.
Our MPs have demanded a threefold increase in their pay, which will take it to Rs 50,000 per month. The Union Cabinet is divided over this. This has made the MPs cross, and RJD chief Lalu Prasad Yadav exemplified this when he took up the matter in the Lok Sabha on Tuesday. It was also amusing to see Rajiv Shukla, a media baron-cum-MP, expound the cause of his politician brethren with glib efficiency, if not necessarily with feeling. Vijay Mallya, who owns a liquor company and an airline, among other things, and is a member of the Rajya Sabha, was at least not greedy when he said he wasn’t complaining (in the matter of salary). The Left parties quite rightly think MPs should not plead the cause of salary raises for themselves in Parliament. Instead, as Sitaram Yechury put it, there should be an independent commission — along the lines of the Pay Commission for government employees — that will automatically index their salary hikes to rises in cost of living. This is a more graceful way of pleading the MPs’ case. What the government might consider doing is to give MPs a raise while whittling down some of their perks so that there is less outgo of taxpayer funds than might otherwise be the case. Once an exasperated Jayapraksah Narayan had said that the IAS was the most powerful trade union in the country! Now it appears that the baton has been passed on to our MPs.

Palanpur Towards a world record

Banskantha district is aiming at a world record by planting 11.11 lakh saplings in a single day. On August 30, the last Monday of holy Shravan month, all 12 talukas, taluka panchayats, gram panchayats, religious places, schools, colleges and co-operative organisations in the district will go for the world record.

Addressing a press conference here on Saturday, district collector RJ Patel said, "The collection of saplings is being done and digging of ditches started since launch of Van Mahotsav on August 16."

He said, "Such a herculean task cannot be accomplished without public participation. We are fortunate to receive the active support and co-operation of the people in bringing about greenery in the drought-prone district of Banaskantha,"

Banas, the largest dairy in Asia, has vowed to grow over four lakh trees on the premises of 1,400 milk collecting centres in the district. "We have instructed all our milk collecting centres to ensure that they collect the saplings through forest department," said SS Chaudhri, managing director, Banas Dairy.

Jitu Patel, chairman of Tirupati Foundation in Visnagar Mehsana district, who is also the first green ambassador of Gujarat, said, "We will plant as many as 11,000 saplings in the district." Patel said, "Our foundation will give away cash prizes of Rs 51 000, Rs 21000 and Rs 11000 to caretakers of the trees."

On July 31, Ahmedabad Municipal Corporation had claimed to having planting 9.19 lakh saplings in a day in association with the forest department. The earlier record was in the name of Pakistan which had planted five lakh saplings in one month, he added.

પાલનપુર નગરપાલિકાની મુદ્દતપૂર્ણ થયેલી સમિતિઓની ગત સોમવારે નવી રચના કરાઇ હતી. જેના પાંચ દિવસમાં બે સમિતિઓના ચેરમેને હોદ્દા પરથી રાજીનામું આપતાં તર્ક-વિતર્કો સર્જાયા છે.

પાલનપુર નગરપાલિકાની મુદ્દત પૂર્ણ થયેલી સમિતિઓની સોમવારે નવી રચના કરાઇ હતી. જેમાં ૧૮ સમિતિઓ પૈકી ૧૬ સમિતિઓ કોંગ્રેસ જ્યારે બે સમિતિઓ ભાજપના બે સભ્યો કે જેમને ભાજપ એ મેન્ડેટ નાં આપતા કોંગ્રેસ નાં ખોળા માં બેસી ગયેલા ના ફાળે ગઇ હતી. જેમાં ટીપી સમિતિ અશોક ઠાકોર અને કારોબારી સમિતિ પીનાકીન ઓઝા ને મળી હતી.

દરમિયાન સમિતિઓની રચનાના ત્રીજા દિવસે બુધવારે ગુમાસ્તાધારા સમિતિના ચેરમેન વૈશાલીબેન જોષીએ હોદ્દા પરથી રાજીનામું આપ્યું હતું. હજુ તો આ અંગે તર્ક-વિતર્કો શમ્યા નથી ત્યાં ગુરુવારે આઇ.ડી.એસ.એમ.ટી. અને આઇ.એચ.એસ.ડી.પી. તેમજ યુ.સી.ડી. સમિતિના ચેરમેન મંજુલાબેન પિઢયારે હોદ્દા પરથી સ્વૈચ્છિક રાજીનામું ધરી દીધું હતું.

આ અંગે નગરપાલિકાના પ્રમુખ અમૃતભાઇ જોષીએ જણાવ્યું હતું કે, ‘ગુમાસ્તાધારા સમિતિના ચેરમેન વૈશાલીબેન જોષી અને આઇ.ડી.એસ.એમ.ટી. તેમજ યુ.સી.ડી. સમિતિના ચેરમેન મંજુલાબેનનું રાજીનામા અંગે ખરાઇ કર્યા બાદ રાજીનામા મંજુર કરવામાં આવ્યા છે.’

થરામાં બસ સ્ટેન્ડ વિસ્તારની સ્ટ્રીટલાઇટ બંધ રહેતાં હાલાકી

ચીફ ઓફિસર કામમાં સહકાર ન આપતાં શહેરી વિકાસ મંત્રીને પાલિકા પ્રમુખે લેખિત રજુઆત કરી

કાંકરેજ તાલુકામાં આવેલી એકમાત્ર થરા પાલિકા જ્યારથી અમલમાં આવી છે. ત્યારથી વિવાદોના ઘેરાવમાં રહી છે. હાલમાં થરા પાલિકાના ચીફ ઓફિસર નગરના વિવિધ વિકાસના કામોમાં સહકાર ન આપતા હોવાના કારણે આ બાબતે પાલિકા પ્રમુખે શહેરી વિકાસ મંત્રીને લેખિતમાં રજુઆત કરાઇ છે.

ચાલુ ચોમાસામાં પડેલા ધોધમાર વરસાદના કારણે થરા પાલિકા વિસ્તારમાં ઠેર-ઠેર પાણી અને કાદવ કીચડ તથા બસ સ્ટેન્ડ વિસ્તારમાં સ્ટ્રીટ લાઇટો બંધ રહેતાં રાત્રિના સમયે અંધારપટ છવાયલો રહે છે. આ બાબતે નગરજનોએ પાલિકા પ્રમુખને રજુઆતો કરી હતી. તેમ છતાં કોઇ કામગીરી થઇ નથી. આ બાબતે પાલિકા પ્રમુખ દ્વારા થરા નગરમાં ચોમાસામાં વરસાદથી થયેલ નાની-મોટી મુશ્કેલીઓમાં ચીફ ઓફિસર સહકાર આપતાં ન હોવા અંગે શહેરી વિકાસ મંત્રી, કલેક્ટર, નગરપાલિકા નિયામક તથા પ્રાંત અધિકારી ડીસાને લેખિત રજૂઆત કરવામાં આવી છે.

આ અંગે પાલિકા પ્રમુખ ભારતીબેન ઠક્કરે જણાવ્યું હતું કે, ‘ચીફ ઓફિસર દ્વારા કોઇ કામગીરીમાં સહકાર મળતો નથી. વારંવાર મારી બદલી કરાવી દો તેમ જણાવી પોતાની જવાબદારીમાંથી છટકી રહ્યા છે.’

અસંતોષનો આક્રોશ : ડીસાપાલિકામાં હલ્લાબોલ

સત્તાધિશો હાજર ન રહેતાં શહેરના વેલુનગર, જયંતનગર, કૈલાસનગર વિસ્તારના લોકોએ હંગામો મચાવ્યો

ડીસાના નગરજનોને રસ્તા, સફાઇ, પાણી તેમજ વરસાદી પાણીના નિકાલ જેવી પ્રાથમિક સુવિધા આપવામાં ખાડે ગયેલી ડીસા નગરપાલિકાના સત્તાધીશો સામે ચો તરફથી રોષ ભભૂકી રહ્યો છે. જેમાં શનિવારે શહેરના વેલુનગર, જયંતનગર, કૈલાસનગર વિસ્તારમાં રસ્તા અને વરસાદી પાણીના નિકાલના અભાવે ગંદકી સહિતની રજુઆતો કરવા આવેલા રહીશોના ટોળાંએ પાલિકામાં રજુઆત સાંભળનાર એક પણ સત્તાધીશ કે ચીફ ઓફિસર હાજર ન હોવાથી ઉશ્કેરાઇ જઇ તોડફોડ કરતાં હંગામો મચી જવા પામ્યો હતો.

થોડા સમય અગાઉ પાલિકાના હદ વિસ્તારમાં ભેળવાયેલા વેલુનગર, જયંતનગર, કલાપીનગર, કૈલાશનગર, રચના સોેસાયટી, શ્રીનગર સહિત આજુબાજુના વિસ્તારોમાં રસ્તા, ગંદકી અને પાણી નિકાલની સમસ્યા અંગે રજુઆત કરવા શિવસેના વિદ્યાર્થી પાંખના નેજા હેઠળ રહીશોએ રેલી સ્વરૂપે પ્રથમ નાયબ કલેક્ટર કચેરીએ રજુઆત કરી હતી. ત્યાર બાદ ટોળું સૂત્રોચ્ચાર સાથે નગરપાલિકા કચેરીએ આવી પહોંચ્યું હતું. પરંતુ પાલિકામાં એક પણ સત્તાધીશ રજુઆત સાંભળવા હાજર ન હોઇ રોષે ભરાયેલા લોકોએ પ્રમુખ અને ચીફ ઓફિસરની ચેમ્બરમાં તોડફોડ કરી હતી. જ્યારે ડીસ્પેશ શાખામાં તોડફોડ દરમિયાન એક યુવકને કાચ લાગતા હાથની નસ કપાઇ જતાં લોહીનું ખાબોચીયું ભરાયું હતું. તોડફોડના કારણે કચેરીમાં ઉત્તેજના ફેલાઇ જવા પામી હતી.

હંગામો થતાં ડી.વાય.એસ.પી. આર.આઇ.પટેલ, પી.આઇ. આર.આર.સરવૈયા, પી.એસ.આઇ. બી.એમ.જુનેજા સહિત સ્ટાફ દોડી આવ્યો હતો. પાલિકામાં તોડફોડ કરવા બદલ પોલીસે પાલિકાના સેનીટેશન સુપરવાઇઝર વસંતભાઇ અમરતલાલ પાટલાવાલાની ફરિયાદના આધારે સાત મહિલાઓ અને ત્રણ પુરૂષો સહિતના ટોળાં સામે ગુનો નોંધીં સાત મહિલા અને ત્રણ પુરૂષની અટકાયત કરાઇ હતી. જેમાંથી મહિલાઓને કોર્ટેમાં રજુ કરતાં જામીન પર છુટકારો થયો હતો જ્યારે ત્રણ પુરૂષોને રવિવારે રજુ કરાશે તેમ પોલીસ સૂત્રોએ જણાવ્યું હતું.

મામલો પત્યા બાદ તુરંત ઉપપ્રમુખ પરત ફર્યા

પ્રાથમિક સુવિધાના પ્રશ્ને લોકોનું ટોળું રજુઆત કરવા આવતું હોઇ પાલિકા કચેરીમાં બેઠેલા ઉપપ્રમુખ રાજેશભાઇ ભરતીયા ટોળું આવવાના થોડાક જ સમય અગાઉ અદ્દશય થઇ ગયા હતા. જ્યારે પાલિકામાં ચીફ ઓફિસરની જગ્યા ખાલી હોઇ ધાનેરાના ચીફ ઓફિસર ચાર્જમાં છે. જેથી લોકોની રજુઆત સાંભળનાર કોઇ ન હોઇ તોડફોડ કરી હતી. સમગ્ર મામલો પત્યા બાદ જેવી પોલીસ અટકાયત કરેલ મહિલાઓને લઇને કમ્પાઉન્ડ બહાર નિકળી કે તરત જ ઉપપ્રમુખ પાલિકામાં હાજર થઇ ગયા હતા. જો લોકોને સાંભળવા તેઓ હાજર હોત તો જેમાં નાયબ કલેક્ટર કચેરીમાં શાંતિથી રજુઆત કરી તેમ અહીં પણ શાંતિથી રજુઆત કરત. તેમ લોકોએ જણઆવ્યું હતું.

કાય વાગતા યુવક ગંભીર

પાલિકા કચેરીમાં તોડફોડ દરમિયાન શિવસેનાના વિદ્યાર્થી પાંખના શહેર ઉપપ્રમુખ જીતુ માજીરાણાને હાથે કાચ વાગતાં નસ કપાઇ જતાં દડદડ લોહી વહેવા લાગ્યું હતું. જેથી તેને ગંભીર ઇજા થવાથી ડીસાની ખાનગી હોસ્પિટલમાં સારવાર અર્થે લઇ જવાયો હતો.

તોડફોડ કરનારા નાસી ગયાને, નિર્દોષ ફસાઇ ગયા

પાલિકામાં રસ્તા-સફાઇના મુદ્દે તંત્રથી ત્રાસેલા રહીશો શિવસેના વિદ્યાર્થી પાંખના નેજા હેઠળ રજુઆત કરવા આવ્યા હતા. જેમાં વિદ્યાર્થી પાંખના કાર્યકરો સાથે ૧૦૦ થી વધુ પુરૂષો અને મહિલાઓના ટોળાંએ રજુઆત કરવા આવી તોડફોડ કરી હતી અને જતા રહ્યા હતા. પરંતુ મહિલાઓ અન્ય કામથી ઉભી રહી હતી. ત્યાર બાદ થોડા સમય બાદ આવેલી પોલીસે આ મહિલાઓ અને બે પુરૂષોની અટકાયત કરી પરિસ્થિતિ થાળે પાડી હોય તેવો સંતોષ માન્યો હતો

બનાસકાંઠા જિલ્લામાં અનેક સ્થળોએ શનિવારે મોડી રાત્રે મેઘરાજાએ પધરામણી કરી હતી. મોડી સાંજે ભારે વરસાદી ઝાપટાંના કારણે જાહેર માર્ગો પર પાણી રેલાયા હતા. તેમજ વાતાવરણમાં ઠંડક પ્રસરી ગઇ હતી.

બનાસકાંઠા જિલ્લામાં શનિવારે સવારથી જ આકાશમાં કાળા ડિઁબાગ વાદળો છવાઈ જવા પામ્યા હતા જેના લીધે પવન બંધ થતાં બફારો અને ઉકળાટ શરૂ થયો હતો. જ્યારે મોડી સાંજે જિલ્લાના ડીસા, દાંતા, વડગામ, પાલનપુર, દાંતીવાડા સહિતના વિસ્તારોમાં વરસાદના ભારે ઝાપટાં પડ્યા હતા. જેના કારણે જાહેર માર્ગો અને નિચાણવાળા વિસ્તારોમાં પાણી રેલાયા હતા. તેમજ દિવસભર ભારે ઉકળાટ બાદ મોડી સાંજે વરસાદના કારણે વાતાવરણમાં ઠંડક પ્રસરી ગઇ હતી.

ડીસામાં ભારે વરસાદી ઝાપટાંના કારણે શહેરના પોલીસ સ્ટેશન, સરદાર બાગ, મામલતદાર કમ્પાઉન્ડ, અંબિકા નગર, મોઢેશ્વરી, શ્રીનગર, ત્રણ હનુમાન મંદિર રોડ સહિતના નીચાણવાળા વિસ્તારોમાં પાણી ભરાઈ જતાં વાહનચાલકો અને રાહદારીઓને પરેશાની વેઠવાનો વારો
આવ્યો હતો.

There is no Middle Men.

Addressing a rally in Gujarat few months ago, Rahulbaba recalls that Rajiv Gandhi used to say "when government sends 1 rupee for the poor, when it reaches them only 10 paise are left". Today visionary Gujarat CM Narendra Modi has proved that "where there is a will there is a way". Through Garib Kalyan Mela held across Gujarat, NaMo have removed the middle men. Poor people are getting help directly from the Government.
Total 300 Taluka level and 40 district level garib kalyan mela are held so far. Govt of Gujarat will continue this program until September 10, 2010.

સોહરાબુદ્દીન કેસે ભાજપનો કોમવાદી રંગ છતો કર્યો છે: કેન્દ્રીય પ્રધાન પવારનો આક્ષેપ

કેન્દ્રીય કૃષિ પ્રધાન અને એનસીપીના પ્રમુખ શરદ પવારે સોહરાબુદ્દીન, તેની પત્ની કૌસર અને ઇશરત જહાંની હત્યા મુદ્દે ગુજરાતમાં નરન્દ્ર મોદી સરકારની ટીકા કરી હતી. પવારે જણાવ્યું હતું કે નકલી એન્કાઉન્ટરની આ ઘટનાઓ ભાજપનો રાજકીય એજન્ડા કોમવાદી હોવાનું પુરવાર કરે છે. સોહરાબુદ્દીન-ઇશરતની ધરપકડ કરવાને બદલે આયોજનબદ્ધ એન્કાઉન્ટર કરીને ગુજરાત સરકાર કાયદો હાથમાં લેતી હોવાનો આક્ષેપ

પવારે જણાવ્યું હતું કે સોહરાબુદ્દીન તથા અન્ય વ્યક્તિઓની ધરપકડ શક્ય હોવા છતાં ગુજરાત સરકારે કાયદો હાથમાં લઇને આયોજનબદ્ધ તેમની હત્યા કરી છે. પટણામાં એનસીપીના કાર્યકર્તાઓને સંબોધતા પવારે મોદી સરકાર પર લઘુમતિ સમુદાયને નિશાન બનાવવાનો આરોપ મૂક્યો હતો. તેમણે જણાવ્યું હતું કે જો સોહરાબુદ્દીન તથા અન્ય વ્યક્તિઓ સામે ફોજદારી આરોપો હોય તો પોલીસ તેમની ધરપકડ કરીને સ્થાનિક કોર્ટમાં કેસ ચલાવી શકી હોત.

વધુમાં એનસીપી સુપ્રીમોએ સોહરાબુદ્દીન કેસમાં અમિત શાહની ધરપકડની ઘટના તરફ ઇશારો કરતા જણાવ્યું હતું કે રાજ્યના પોતાના જ નાગરિકની હત્યાના ગુનામાં સ્વયં ગૃહ પ્રધાનને જેલમાં જવું પડે એ તદ્ન અસાધારણ ઘટના છે. પવારે ગુજરાત તથા અન્ય રાજ્યોમાં 'કોમવાદી શક્તિઓ'ના હાથમાં સત્તા હોવા બદલ ખેદ વ્યક્ત કર્યો હતો. આ સાથે તેમણે બિહારના મુખ્યમંત્રી નીતિશકુમારની બિનસાંપ્રદાયિકતા સામે પણ સવાલો ખડા કર્યા હતા. શરદ પવારે બિહારમાં એનડીએની સરકાર તમામ મોર્ચે નિષ્ફળ નિવડી હોવાનો આક્ષેપ કર્યો હતો. તેમણે જણાવ્યું હતું કે સત્તાના પાંચ વર્ષ છતાં પણ નીતિશકુમાર સરકાર રાજ્યમાં ઉદ્યોગોની સ્થાપના કરી શકી નથી.

1 lakh people in Gujarat to be trained for industrial jobs

The state government plans to get 1 lakh skilled manpower in rural areas through its Kaushalya Vardhan Kendra (KVK). This was revealed by labour and employment minister Vajubhai Vala on Wednesday in Gandhinagar during a series of presentations made by different state government departments as part of the Golden Goals for Swarnim Gujarat celebrations.

Vala projected KVKs as an innovative move of the state government. Giving more details, RM Jadav, director of labour and employment department said that initially 150 KVKs will be set up, where local youth, women, artisans, school dropouts and those willing to learn skills will be given training as per industries' needs. We are focusing to train 1 lakh people through various short term courses, which will be run by KVKs.

There will be a KVK each for a cluster of 6-7 villages and the nearest Industrial Training Institutes (ITIs) will monitor these KVKs. After the training, those participating in the programme will be given certificates of Gujarat Council of Vocational Training (GCVT) and National Council of Vocational Training (NCVT), he said. Officers of state's agriculture, animal husbandry and fisheries departments also gave presentations on various schemes of their respective departments.

Dileep Sanghani, the agriculture, animal husbandry and fisheries minister of the state was questioned by the media on the growth rate in the agriculture sector.

Sanghani had claimed that agriculture growth rate has seen a rise while the figures submitted by the agriculture department to the planning commission showed a clear decline in the same.

In fact, Sanghani was informed by the media that a recent press release by the agriculture department states that cotton production in the state will be less compared to last year. This year the production is likely to be 78.75 lakh bales compared to last years 79.62 lakh bales.

Offered Help for its $35 Laptop Project

Nicholas Negroponte, the founder of the One Laptop Per Child (OLPC) project, has in an open letter to the Government of India expressed his desire to assist India in realising its $35 laptop dream.

Negroponte has had a history of having "not so cordial" relations with India's Ministry of Human Resource Development (MHRD) which had earlier turned down his proposals to bring the OLPC to India. Negroponte's OLPC, although not a very huge success, still manages to chug along in spite of lack of enough funds and other obstacles. The OLPC project had initially tied up with Intel with whom they had a fallout owing to various differences in the way the OLPC was to be marketing. This resulted in Intel going its own way and making its own OLPC competitor, the "Classmate". Ironically, the Classmate managed to sell in much more numbers than the OLPC.

As for the India's attempt at making low-cost computers, well we don't have a very exciting past in this department for sure. The Simputer, a device made by a Bangalore based firm, was touted to be the next big thing in cheap, compact computing. However, it fizzled out without a trace. Last year, there was a talk about the $10 laptop that India had revealed. It turned out to be nothing like a laptop. It is examples like these that make the NHRD's current claim about the $35 laptop all hot air.

However, Negroponte's offer to India, if accepted, might just prove to be an actually helpful venture to both the parties. In the open letter, Negroponte writes, "The world needs your device and leadership. Your tablet is not an 'answer' or 'competitor' to OLPC's XO laptop. It is a member of a family dedicated to creating peace and prosperity through the transformation of education. I offer full access to all of our technology, cost free. I urge you to send a team to MIT and OLPC at your earliest convenience so we can share our results with you."

Now, the question that remains in everyone's mind is how the Indian government will respond to this latest call for collaboration from Negroponte.

Vice-chancellor of North Gujarat Hemchandra varsity, undecided

The four-member committee appointed to finalise the name of the vice-chancellor of the North Gujarat Hemchandra University is yet to zero in on a name even after having met five times in the past few months.

The committee has received resumes of reputed academicians from not only the state but also from the other parts of the country. But so far the panel has failed to take a final call due to difference of opinions amongst the members.

The four-member committee comprises Dr AK Singh, former vice-chancellor of Ambedkar Open University, Manoj Soni, vice-chancellor of Ambedkar Open University, Jaydeepsinh Dodiya of English department of Saurashtra University and Ghanshyam Shah of JNU.

Sources close to the members of the committee said that despite the fact that the committee had received more than 64 resumes for their consideration, it was yet to zero in on a name due to the difference of opinions and ideologies. While some members are preferring a person from within the state, others are suggesting names from outside the state.

Sources also pointed out that the committee members have been trying sort out the issue but despite meetings held in Rajkot, Shimla, Delhi and Ahmedabad, they have not been able to finalise the name. "As a result, the state government as per rules has decided to appoint Jitendra Pancholi as the in-charge vice-chancellor of the university," said an official of the department of education.

Officials pointed out that Pancholi has been appointed as per the rules wherein the senior most dean of the university takes charge till a full-time VC is appointed.

17 August to 29 August – Aggressive postures of rain God will lower down. Wide spread mediocre rain fall will continue. Insects nuisance will be experienced.

30 August to 12 September – Proportion of rain will lower down – rain at some places and not at all at other places(Khanda Vrushti)

13 September to 26 September – No rain

27 September to 9 October – Little rain and Khanda Vrushti(rain at some places and not at all at other places)

10 October to 23 October – Some showers somewhere. Monsoon will say bye bye.

Twenty Twenty Rule

If you spend a good part of your day using the computer, the 20-20-20 rule, that I recently learned recently from my doctor, might also help you relax your tired eyes.

Relax Eyes

The rule goes something like this. 20min 20feet 20seconds

The screen is bright and therefore, if you don’t blink your eyes as often as you should while working at the computer for long hours, you can have dry eyes sometimes even followed by redness.

To help you deal with this problem, the 20-20-20 rule suggest that after every 20 minutes, you (the computer user) should take a break for at least 20 seconds and look at objects that are 20 feet away from you.

Since it is nearly impossible for any computer users to remember that they have to take a break every 20 minutes, there are many software programs that can help in your mission.
